LaHIPP Pilot Program

The Louisiana Health Insurance Premium Payment Program (LaHIPP) is for individuals who currently have Louisiana Medicaid and are eligible to enroll in a private health insurance plan. It is a private health insurance reimbursement program meaning that the program covers the cost of the private health insurance's premium, deductibles, and copays.

All Tulane students are eligible to enroll in private health insurance through Tulane. Therefore, students who have Louisiana Medicaid meet the criteria to apply for LaHIPP.

Application Process

  1. Eligible students apply for LaHIPP by completing the brief application (PDF) and emailing the application to La.HIPP@la.gov with Tulane Pilot as the subject line. While additional forms are needed later (W-9 and EFT form), students only need to submit the 1-page application for LaHIPP to determine approval.
  2. If approved for LaHIPP, a Campus Health staff member will be notified and will reach out to the student to enroll in the Tulane-sponsored Student Health Insurance Plan (T-SHIP).

NOTE: You must reapply for LaHIPP each year.

Payment and Coverage

  • Once enrolled in T-SHIP, a placeholder will appear on the student's accounts receivable bill with the cost of the T-SHIP premium. Students will receive a reimbursement check (or direct deposit) from LaHIPP that will cover the cost of the premium listed on their accounts receivable bill. Reimbursement is provided by LaHIPP in one lump sum per semester. Once reimbursement is received, students are responsible for sending payment to their accounts receivable bill within 30 days.

  • T-SHIP covers the cost of Health Center visits. Off campus, students with LaHIPP will not pay any out-of-pocket costs as long as the medical provider is in network for T-SHIP (UnitedHealthcare StudentResources) and can bill Medicaid as secondary. Any costs not covered by T-SHIP, such as co-pays, will be covered by Medicaid.

  • One additional benefit of LaHIPP is that private health insurance may pay for services that Medicaid does not cover.

NOTE: Students who enroll in LaHIPP DO NOT lose their Medicaid benefits.
